The Primate is indeed a Banksy, and the location confirms it as well, because he also had a previous piece at the exact same spot printed over. The pieces were done in LA and it is rumored that he did them while in town for Nick Walker's recent exhibit. I haven't verified if the Mc Primate is his work or not but it is his style.
